When I went to the hotel to check in, the receptionist said that this discount does not exist. I checked the rules and validity. It is still valid. Who can I complain to? DTI? This is what somebody told me.

Discrepancies like this one can easily be settled by going to the manager of the hotel directly. State your case, show the magazine ad calmly but forcefully. Since hotel managers try to avoid compromising the company's name during their watch there is high probability of success in the approach.

Going to the Dept. of Trade or the Tourism Office is another option but for a busy professional like most people, your complaint would likely end up in the bureaucratic haze unless you get representation.

If I were you, i'd check with the airlines first, it could probably be just a simple
misunderstanding. Sometimes marketing schemes such as discounts, freebies etc, strictly goes with specific promos wherein you might not be qualified to participate. You may wanna call Cebu Pacific first {+63(2)8530113} and clear things up with them.

If you were indeed qualified for the discount, they should arrange the necessary adjustments with the hotel re your case, but if they really advertised a non-existent promo, then i guess it is just right to report them to the DTI {+63(2)7510384}

If it is an ad that was put out by the hotel, and you said it is still valid based on the ad, then the best recourse is to complain with the Department of Trade and Industry (DTI).

But before you do, read the fine print. It is possible that the promo has restrictions, and that while the promo is still ongoing, maybe you did not qualify. But after checking the loopholes and you are still convinced it was false advertising, then you must complain.

I know this to be the proper recourse. I just retired from the advertising industry.
